When I had the same defect, I called back one service on this issue and, passing (at work), past another service, I found out that this problem, alas, exists. On the phone, I was told that there were selected lots of cameras where this defect manifested itself.
I waited for a while, and then I will solve the problem with the built-in flash. There are 3 postulates here: 1. A problem with the built-in flash of CANON 60D has occurred and still exists. 2. This problem, unfortunately, cannot be solved at home. Any manipulations give only a short-term effect, the built-in flash goes up, however, after the external flash is on the camera, the same problem arises again. 3. The problem is recognized by the service center, it is not quickly resolved and the service center takes time to resolve.
As for the service center: I can say that the CANON service is not bad.
Now I don’t regret that when I bought the CANON 60D camera I overpaid a little, because I wanted to buy only the official CANON 60D with service support in all service centers in Ukraine. As it turned out, only one camera diagnostics can cost several hundred hryvnias if the camera is not under warranty.
Back in the summer, I took the camera from repair. All diagnostics and repair work for the built-in flash board were carried out under warranty or, in other words, free of charge. I asked how much, roughly, such repairs and diagnostics could cost if all the work was carried out on a paid basis? It turned out that up to 1000 hryvnia. So, it is better to buy official photographic equipment from CANON and have it repaired on time.

The 60D's swivel screen, on the other hand, doesn't care. And it seems that this is where all the advantages of this carcass end, if you do not take into account the financial side: it has now become so cheap that it will not be a pity to just play around and give it to the child. I myself am more inclined towards the third option: for now, ride a good old 40-gun with an awesome grip on a magnesium body and wait for the announcements of the D8000, 70D, 5DmarkIII.
