If the horizontal slats have ceased to rotate around their axis, then the point here is in broken hooks and lower clamps. To replace broken plastic parts, you will have to buy new parts from a specialist store.
In this case, you should pay attention to their size - the purchased parts may differ from their relatives. Therefore, when going to the store, take the broken part with you for a sample.
Replacement is done as follows:
We remove the old hook or retainer.
With one hand we firmly hold the swivel mechanism, preventing it from rotating, and with the other, we insert a new hook into the corresponding hole.
We insert a vertical cane into the installed hook.
The lower retainer is replaced in the same way. After this procedure, the lamellas will begin to rotate around their axis, regulating the flow of light.
If the cord breaks, it should be replaced with a new one. Before buying a new lace, you should remove the dimensions of the blind structure. Knowing these dimensions, the sales assistant will be able to choose the lace length you need. To work you will need scissors, a needle and tweezers. The procedure for replacing the cord will look like this:
We remove the remnants of the old torn cord.
We pass the new cord through the lifting mechanism so that it passes between the iron cylinder and the plastic roller.
We pass the cord into the lower hole of the plastic basket at the point where the ladder is attached. At the same time, the lace is also threaded between the ladder.
We pass the second piece of cord, just like the first. We just pass it into the near punching of the horizontal lamellas.
Next, take a large needle and insert the cord into it. Using a needle, thread the lace through the holes in the lamellas, bypassing the ladder from the right, then the left. Thus, the cord wraps around the ladder in the form of a snake.
At the bottom of the blinds, we pass the needle with the cord through the plug and tie it to a knot. We perform a similar operation with the second cord.
If the blinds do not want to work in the desired mode, then perhaps the whole problem is in the breakdown of the lifting and turning mechanism. Before taking on this work, you need to soberly assess your capabilities: can you fix horizontal blinds with your own hands? The fact is that replacing the lifting-and-turning mechanism is a rather difficult task. First of all, you need to remember the location of all structural parts, after which we proceed directly to replacing the damaged mechanism.
First of all, remove the plugs from the sides of the cornice.
We unclench the edges of the cornice and with the help of pliers we pull out the shaft on which the rotation mechanism is fixed.
Disconnect the shaft and swing mechanism.
We take out the cord from the lifting and turning mechanism, having untied its lower ends.
We insert the ends of the lace into the new mechanism, passing them between the roller and the cylinder.
We attach the new swivel mechanism to the shaft and assemble the structure in the reverse order.
This procedure should be carried out strictly in the suggested sequence, since an incorrect procedure can lead to damage.
Very often, under mechanical stress, horizontal strips - lamellas - suffer. At the same time, it is almost impossible to repair damaged strips - it is completely inappropriate to straighten them. It is easier to replace the bent lamellas with new ones. This process is carried out as follows:
We squeeze out the plugs from the bottom of the strip, untie and remove the cord.
We remove bent or broken planks, replacing them with new ones.
We pass the cord into the corresponding holes of the new lamellas, the lower bar and the plug.
The ends of the cord are tied in a knot and the plug is inserted back into the bottom bar.

Repairing vertical blinds is somewhat different from repairing horizontal structures. The most common failures of this system:
break in the connecting chain;
open control chain;
replacement of the hanger;
break in the cord.
In order to repair vertical blinds, in which the chain connecting the lamellas has broken, the old chain must be removed. Then a whole chain is mounted in its place, to which the vertical petals of the lamellas are attached.
Replacing the control chain will require a fairly large investment of time and effort. First of all, you need to remove the side cover and dismantle the plastic gear on which the chain is wound. After removing a piece of the old chain from the gear, we put a new one on it. Place the gear in its original place and close the side cover.
A common problem with vertical structures is plastic breakage. The most vulnerable part is the shoulder of the lamella. The shoulder is a plastic plate with which the vertical petal is attached to the cornice. It is not difficult to replace it - the shoulder is attached to the fabric lamella by means of an ordinary fishing line or thread. To the plastic lamella, the shoulder is attached to the nibs with a composition. But there is a nuance here - the width of the lamella, which means that the hanger for different blinds can be of different sizes.
Before buying a new spare part, measure the size of the lamella.
The control cord is rarely torn. But even if this misfortune befell you, it is not so difficult to fix it. You need to purchase a new cord of the required length from the store. You can find out by making small measurements. Take the width of the blind and multiply it by two. To the resulting product, we add the height of the structure, multiplied by 1.5. To install a new lace, we pass its two ends through the side cover of the cornice. Then we pass the lace through the runners to which the slats are attached. Further, one end of the cord is fastened in the latch, and the other is passed through a special roller located at the end opposite from the control mechanism.

This is just a small part of the many possible malfunctions and breakdowns of blinds. But, using simple tools and ingenuity, it is quite possible to fix any malfunction at home. At the same time, do-it-yourself repairs can be in no way inferior to repairs made in a professional workshop.
